About the International Education Center

Education of foreign citizens at V.N. Karazin Kharkiv National University has deep historical roots. For example, in the 30s years of the XIX century '... some years students from Poland make one third of the total amount of university students' [1. 98], at the end of the XIX century Poles were 4.8% of university students, Germans were 2.3%, Greeks were 2.3% of all students [1. 148]. In the postwar years of the twentieth century from 1949 at V.N. Karazin Kharkiv National University, there were students from the People's Democracy [2. 107]. In 1958 more than 40 foreign students studied at the university [3. 106]./

It should be noted that until the mid-twentieth century the training of foreigners at the university wasn’t systemic and it was a random.

The beginning of the formation of training foreigners at the university should consider the organization of the order of Ministry of Higher Education USSR № 364 of June 21, 1961 at the Kharkov State University, one of the first (MSU - 1959, MADI - 1960, UDN - 1960, KSU - 1960) in the USSR, the Preparatory Department for foreign citizens. The functions of the Preparatory Department were training the Russian language foreigners who arrived in the USSR, and prepared them for further study at higher educational institutions. Director of the Preparatory Department was Candidate of Historical Sciences, Associate Professor J.A . Pobelensky. Vice Director was Senior Lecturer the School of Foreign Languages V.G. Dzyubanov.

At first, the Preparatory Faculty has been organized by two departments: the department of Russian language and the department of General studies [4. 19].

In September 1961, 152 students from Iraq first started training at the Preparatory Department. At that time there was only staffed , who had no experience working with foreigners. Department of Russian Language consisted of a former secondary school teachers (5 persons), teachers of universities and colleges (10 persons), graduating students of the School of Philology of the University (2 persons) and 4 fifth-year student of the School of Philology. Head of the Department of Russian Language was of Y.A. Ligachev.

Department of Russian Language created a section of 4 people, who worked with Vietnamese students of the School of Chemistry, postgraduate students and trainees.

At the first academic year the head of the general education department was professor of historical faculty N.V. Poplar who worked on an hourly basis. An the first academic year the Department of Russian Language was not staffed by its employees. Employees of the Kharkov Institute of improvement of teachers were teaching students and worked on an hourly basis. The equipment of own staff for the department began only after the head of Department of Russian Language P.I. Oleynik had worked for full-time since 1962. In 1970, the Department of General studies was divided into two parts: the Department of Natural Sciences (Head of the Department was P.I .Oleinik) and the Department of Social Sciences (Head of the Department was Candidate of Historical Sciences V.M. Chuguenko), which in 1999 was renamed to the Department of Socio-Economic Sciences.

Until the end of the 60s, each year around 150 foreign citizens studied at the Preparatory Department. During the first decade of existence the Preparatory Department it has graduated 1454 foreign students from 68 countries [5]. The amount of the faculty members has reached 45 people.

In the 60s years, significant contribution to the organization and development of the Preparatory Department made by: Dean J.A. Pobelensky (1961-1968), Dean H.E. Pugach (1968-1973) and Vice-Dean D.S. Skoryk (1964-1968), E.D. Bobkov (1968-1980), head of the Department of Russian Language Y. Ligachev (1961-1963), L.I. Stetsenko (1963-1968), I.F. Vinogradov (1968-1973), head of the Department of General Education P.I. Oleinik (1962-1973); teachers E.V. Vitkovskaya, E.K . Gorlov, G.E. Mayevskaya, R.D. Pisarev, R.N. Sereda, Z.A. Filippova (the authors of the first textbook on Russian language), V.V. Baratova, V.A. Lebedev, Z.A. Litovkina, G.E. Raevskaya, L.V. Selivanova, I.I. Veshtak, G.B. Pivovarov , M.F. Khalturina, V.V. Levitsky, S.L. Kulikov, I.D. Kupriy, D.V. Nazarenko, V.N. Chuguenko, V. Boguslavsky, S.P. Podlesnaya and others.

In those days the Preparatory Department held the first doctoral dissertation defense by methods of teaching trials - V.V. Baratov (1967) and V.M. Boguslavskiy (1971). Also it began to carry out activities that have become traditional at the faculty. In 1963, for the first time a competition 'I read the poems at Russian language' was held among students of the Preparatory Department by the initiative of V.V. Levitskiy. And in 1964 the prom night 'We are already talking at Russian language' was held among the students of the Preparatory faculty by the initiative of D.S. Skorik. It became one of the best traditions of the faculty. Later this tradition was supported by the Preparatory Department of Kharkov and other cities [4. 24].

In 1964, by the order of the CC CPSU and USSR Council of Ministers № 453-187 from May 25, Dean's office was created in the university to work with international students, postgraduate students and trainees. The first dean was lecturer in the history of the CPSU V.I. Sagalaev [4. 24].

To work with foreigners at an advanced stage in 1964 from the Department of Russian Language of the Preparatory faculty was separated the section of the Russian language of major departments with the dean's office to work with foreign students, which in 1968 was reorganized into the Department of Russian Language of major departments with the dean's office to work with foreign students . Associate Professor N.A. Fedotov was the head of the Department. The works of N.A. Fedotova repeatedly received high marks in this country and abroad. N.A. Fedotova was awarded the Order of Friendship of Peoples and the medal of A.S. Pushkin.

Starting from the 70s every year the number of foreign students at the Preparatory Department was 250-300 people. The number of faculty members has reached 70 people.

Up to 90 years life of the Preparatory Department was stable, the department focused and creative work, developed the methodology of teaching foreign nationals, had significant results in scientific methodology, research and educational work. Faculty enjoyed significant prestige among universities of Ukraine and the Soviet Union provided an organizational and methodological assistance to the preparatory faculty for foreign citizens, which were created in Ukraine (Kharkov Polytechnic Institute, Lviv State University, Zaporozhye Medical Institute, Donetsk State University, Poltava Agricultural Institute, and others) and for abroad (Cuba, SRV, Laos, Cambodia). A significant number of faculty members working in different countries.

Since 1992 training of foreign students in universities of Ukraine was transferred to a contract basis.

In 1996, the Preparatory Department and the Dean's office of foreign students (main faculties) were reorganized in the training Center of foreign citizens (since 2000, the International Education Center), of V.N. Karazin Kharkiv National University. The structure of the Centre is currently composed of:

  • Language Training Department;
  • Department of Ukrainian and Russian as foreign language;
  • Natural Sciences Department;
  • Social and Economic Sciences Department.

Nowadays research and scientific-methodical work develops actively and fruitfully in the International Students’ Education Center. From year to year the number of publication works rise. The collection of scientific papers are published by International Center :'Vikladannya mov v vischih navchalnih zakladah osvіty na suchasnomu etapі. Mіzhpredmetnі zvyazky' (certificate of state registration of KV 8072 from 29.10.2003), which is registered VAK of Ukraine in the 'Pedagogical sciences' (the decision of VAK № 1-05 / 1from 18th of January 2007).

Since 1996, the International Students’ Education Center of V.N. Karazin Kharkiv National University annual hold an international scientific-practical conference ('Vikladannya mov v vischih navchalnih zakladah osvіty na suchasnomu etapі. Mіzhpredmetnі zvyazky'; have already published 14 Conference Proceedings).

Teachers of International Students’ Education Center fruitfully work for creating curricula, textbooks and teaching aids for foreign students, which are used in the educational process not only in V.N. Karazin Kharkiv National University but in many universities of Ukraine. Seven out of thirteen educational programs have approved by Ministry of Ukraine of Education as a model, developed by teachers of the International Students’ Education Center.

From 1950 V.N. Karazin Kharkiv National University prepared 3 PhD, 273 PhD Candidates, more than 3,000 bachelor's and master's degrees students; more than 550 foreign specialists have been passed scientific and scientific-pedagogical training; 11830 foreigners graduated from the Preparatory Department for the countries of Asia, Africa, Europe and Latin America.
